Luis Cabrera, Assistant City Manager/Deputy Police Chief

THE REAL STORY BEHIND THE EFFORTS OF THE POLICE CHIEF TO DEMOTE 3 SENIOR STAFF MEMBERS

In the history of the City of Miami, there have been more than a few bizarre, crazy as batshit weeks. Last week was one of those weeks, and the way it ended definitely demands that it has to be included in anyone’s list of the Top 10 weeks of batshit craziness at City Hall.  In an instantly classic email to the news media from City Manager Johnny “The Doormat” Martinez, he put the week into perfect perspective.

Even though Cabrera had submitted his request to be reduced in rank, which would have automatically insured the changes were made, nothing actually happened for almost 7 months.


On July 13th, in response to a memo the Chief wrote to Assistant Chief Brown - the third of the three senior officers he wanted to demote last week - regarding the fact that Cabrera was still being carried on the books as the Deputy Chief of Police.  Assistant Chief Brown replied:

On August 2nd, in response to a request from the Chief to Martinez - which if it was in the form of a document and not a phone call - I was not provided as part of the public records request that produced these emails, Martinez provides an interesting rationale for allowing Cabrera to keep his Deputy Chief rank, while working as an Assistant City Manager.

The Chief responded within a half hour, reiterating his concerns.

EYES WIDE SHUT

Martinez HAD sanctioned Exposito making the changes, because Exposito would never have put that in his email had it not been true, but after Cabrera went to the Mayor, Martinez experienced first hand being the recipient of the kind of whipsawing that happens when one of the Mayor’s principal toadies like Cabrera manages to get him wound up.


At the same time, in the rough-and-tumble of bureaucratic infighting, Exposito and his pals are light years ahead of His Ignorance and the continuing collection of morons and doormats he keeps selecting to do his dirty work, so Exposito showed them how the game is played by by-passing Martinez and ordering all the departments and individuals who previously reported to these two Commanders to report elsewhere, thereby leaving them to twiddle their thumbs until he can officially demote them.

Whether the Miami Herald writers knew this background information or not when they published their story, the fact is that none of this information made it to the light of day last week, and so the news media operating under what appeared to be a heads up struggle between the City Manager and the Chief of Police, failed to appreciate that they had ALL been played out of pocket by Cabrera, and even more importantly, they ALL failed to appreciate the significance of the last paragraph in the Chief’s first email above which detailed the problem of Cabrera serving as an Assistant City Manager while continuing to be carried on the Police Department’s payroll as the Deputy Police Chief.


HE’S YOURS - NO HE’S NOT, YOU GOT TO KEEP HIM


I first wrote about Luis Cabrera on June 6th, as being part of the clique at City Hall including Placido Diaz, Angel Zayon and Martinez himself who then were plotting to undermine then City Manager Tony Crapp, and force him to resign.  The scheme worked, and Crapp left soon afterwards, opening the way for Martinez to become City Manager.


Now, only a few weeks later Martinez experienced how quickly Cabrera, his former ally, hung him out to dry to protect a couple members of his posse.


Cabrera, lasted less than 9 months as the Deputy Chief of Police before his now infamous argument with Exposito that led to his allegedly taking off his stars and badge before breaking into an emotional crying jag that resulted in his being demoted on the spot by Exposito.


Regalado stepped in to rescue Cabrera, and had him moved over to the MRC building and appointed an Assistant City Manager by Carlos Mogoya. 


As part of his transfer from the Police Department to City Hall, Cabrera submitted a letter requesting that he be reduced to his previous rank of Lieutenant which was followed almost immediately by an email from Exposito to his Commander in Personnel, ordering him to expedite the  process and promoting him to handle some of Cabrera’s responsibilities.

Only in a city run by a bunch of morons would such an email even be contemplated, much less sent.


If the week had been covered as a TV drama, they would have had to use split screens to show the action at City Hall.


On one side of City Hall, agents from the Florida Department of Law Enforcement (FDLE) showed up at the office of His Ignorance, The Mayor, to start the process of collecting all of the documents related to the his campaign, while Pat Santangelo, the Mayor’s spokesman wasted little time in spinning the news media that he was behind the appearance of the agents because, as the ass-kisser Chuck Rabin wrote:


        “Santangelo, the mayor’s spokesman, said the FDLE

        visited at his request.”


Of course they did, Chuck.  Those agents had nothing better to do than zip right on over after Pat called them so that you could then write a story creating an illusion that His Ignorance is being maligned by false allegations of wrong doing when it’s all just a book keeping mistake.


It’s all Bullshit! When the agents showed up, Santangelo was  already preparing his filing documents to run against State Representative Daphne Campbell, because he too sees the handwriting on the wall and wants to be long gone from Dodge when the time comes for His Ignorance do his Perp Walk out of City Hall.


At the other end of City Hall, City Manager Johnny “The Doormat” Martinez was getting whipsawed in a nasty little game of backstabbing by his erstwhile Assistant City Manager Luis Cabrera, and in the process getting a first hand taste of the kind of backstabbing that led his predecessor Tony Crapp to pack it up and decide that life was saner in the private sector.


WITH THESE GUYS THERE’S ALWAYS A BACKSTORY


This latest dust-up inside the Police Department really started when Tomas Regalado appointed Miguel Exposito as the Chief of Police.


Among the laundry list of requirements that Exposito had to promise Regalado he’d do in order to become Chief - and there was a laundry list of such items - one of the most important was to promote Luis Cabrera, then a Lieutenant, to the rank of Deputy Chief of Police, making him the the 2nd highest ranking officer in the Department.


But, Cabrera didn’t come alone. In addition to promoting him, Exposito had to promote Cabrera’s posse - consider it a police version of the HBO show Entourage - that included Commander’s Roque and Perez, two of the three senior staff that Exposito intended to demote on August 2nd.


When Cabrera got wind of Exposito’s latest move against his pals on the afternoon of August 2nd, he went straight to His Ignorance and had a fit, which prompted Regalado to order Martinez to revoke the permission that Martinez had given Exposito earlier that day to demote these guys.


Exposito revealed this in oblique way in his August 5th email to Martinez, which was when the news media first got wind of this controversy.

So there you have it. In Martinez’s words, “I have determined that It is in the City’s best interest to maintain Mr. Cabrera’s current status.”


WHO’S INTEREST?  NOT THE CITY’S, YOU CAN BET ON THAT


As all of this news about the demotions was breaking I had an opportunity to have a long conversation with Luis Cabrera at the MRC building, in which he revealed the almost pathological animosity he has towards the Exposito and Major Alvarez, the head of IA.


He also attempted to reframe his leaving the Police Department over a difference regarding the Police Department’s budget , as evidenced in the below memo - 1 or 2 he sent me detailing his concerns.

IS CHUCK RABIN TROLLING FOR A NEW JOB?

When Chuck Rabin wrote his smarmy, ass-kissing puff piece about Regalado last week, it caught even Rabin detractors by surprise.


Rabin for a long time has been little more than a stenographer in his “reporting” on the activities at Miami City Hall, as evidenced that when the Herald decides it needs some real reporting it turns to the team of Patricia Mazzei and David Ovalle.


But nothing prepared folks for the subsequent smoochy piece that Rabin penned last Monday, and it got people to wondering what was the real reason that he would go so far overboard.


On Friday evening, the Miami Herald’s political blog, Naked Politics, posted a story that Pat Santangelo, the Mayor’s “spokesman” had become the second primary opponent to State Representative Daphne Campbell.


That means there’s a job opening coming up in City Hall for a new “spokesman” for His Ignorance.


Who would qualify better than someone who managed to finesse the Mayor’s persistent lying to the news media and the public than someone who had tried to finesse that away by writing that the Mayor “occasionally strays from the facts,” obviously, although not realizing that it made the Mayor appear to look like a 3 year old who occasionally strays across the lines in his coloring book.


Even Chuck knows he can’t hang on much longer at the Herald writing tripe like this, so if Pat Santangelo managed to collect $40,000 a year for what little he did, I’m sure that Chuck has probably figured that he’s capable of matching Santangelo mediocre job performance.


Success in life is often just a question of living long enough or being in the right place at the right time, and Santangelo’s eminent departure could very well be Rabin’s water slide out of the Herald and into Regalado’s lap.


Of course, there is the problem that Regalado might not be around too much longer himself, but I doubt that Rabin would factor in that possibility if he were to sign on to be Regalado’s personal spokesman, because anybody that would write the kind of trash he’s been writing probably doesn’t have too good a grasp on reality himself.


So, here’s hoping that Regalado offers him the job and that Rabin decides to take it.  The possibility of Rabin and Angel Zayon both working for the city, and in cahoots with each other is just like getting two Cherries on top of a Hot Fudge Sundae.

Not withstanding Cabrera’s concerns about overtime and the other arguments he’s raised about the management of the department under Exposito - of whom I continue NOT to be a fan of - I have talked to many members of the Police Department, and they almost to a man agree that Cabrera was emotionally unfit and too inexperienced and immature to be the Deputy Chief of Police, and that among the better things that happened in the last year was his transfer out of the department.


One need only to peruse the postings on the Miami Police LEO Affairs website to appreciate that Cabrera has absolutely no one who will support or speak on his behalf as he is constantly ridiculed and made fun of on that site, which has to be taken seriously as one indication of his standing among the members of the Miami Police Department.


I’M COMING BACK, BITCHES!


Yet, in typical Miami Bitches style, if His Ignorance survives a recall and being indicted before January of next year, Cabrera’s return to the Police Department as the next Chief is almost a sure bet.


That’s what Johnny Martinez meant in his memo above when he wrote:


        “I will be extending Mr. Cabrera’s on loan status

        until January 2012, at which time I will revisit the

        matter.”


Like Exposito, Regalado had a laundry list of requirements that he demanded of Martinez in order for him to become the City Manager. The first and foremost was to fire Exposito at the first opportunity. The 2nd was to replace Exposito with Cabrera.


And now that the Fraternal Order of Police (FOP) have come out calling for Regalado’s recall, the evil, vindictive parts of Regalado’s personality would love nothing better than to insert Cabrera back into the force as the Chief of Police.  Payback, as they say, is a motherfucker, and Regalado does love trying to get even for past slights against him.


It is that possibility that is now causing a growing number of folks, especially in the law enforcement community real concern.  Luis by himself would be a handful, but some of his posse and growing collection of wannabe posse members are little more than out and out thugs and gangsters, and the notion that such a group could soon take over the leadership of the Miami Police Department is actually quite scary and troubling to these folks.


And so, no matter what you or I might think about Exposito, in an irony that should not be under-appreciated, he is today the only thing that stands in the way of Luis Cabrera becoming the next Chief of Police in It’s Miami, Bitches!


That’s the real story that everyone missed on their way to the popcorn stand in what they thought was simply a knock-down boxing match between Martinez and Exposito.


Instead, this is really a back alley knife fight over who’s going to be the next Chief of the Miami Police Department, and there’s no assurance that the good guys, or maybe, since this is Miami, the less bad guys will win this one.

What’s up with you?  Last week I published a list of all the city employees who had take home cars - a list that was only complied in the last couple weeks - and on that list was the name of Veldora Arthur, one of your Assistant Fire Chief’s who been on administrative leave for months while she awaits her trial for being part of a massive mortgage fraud scheme.


I have a fellow blogger The Straw Buyer to thank for spotting her name on the list, but what’s that all about Chief?


If her name on this list was not an error, why does Veldora Arthur need a 24 hour city car? 


More importantly, why is she supposedly sitting at home still collecting a paycheck ON TOP of having a 24 hour city car?


Now, the rumors have it that you’ve been screwing the lady for quite some time, but honestly Chief, do you have to screw the taxpayers too?


We know that everyone is considered innocent until convicted - I’ve used that argument myself a few times -  but If her ass gets convicted, don’t you think you’ll owe the taxpayers of the City all of that pay that she collected after she was indicted?  I mean, really, this is all bullshit, and you know it, because you aren’t pulling off this stunt without there being some quid pro quo between you and the Mayor allowing you to do this.


So, I’m looking forward to hearing from you about this car situation, or better yet, call her up and tell her to turn the car in. If she’s NOT working, she doesn’t need a city car!

Permit?  What permit?  We don’t have no stinken permit!

Maybe its the water.  Maybe it’s because so many arrogant, assholes with a sense of entitlement live in Coconut Grove.  Maybe it’s just that Commissioner “Ethics” Sarnoff’s unethical behavior has started to rub off on his pals - although being a Sarnoff pal almost requires being unethical to begin with.


No matter what it is, assholes like Manny Alonso Poch really believe that they can do whatever they want with impunity because they believe that they’re protected from the laws that apply to everyone else.


On Wednesday, Poch got a taste of reality when inspectors from the City of Miami Department of Code Violations hit his charter school with 3 serious code violations, including the failure to have a Certificate Of Use for the building.


In addition to that, the inspectors cited the building - a building by the way that houses a school - for a “failure to maintain a building or structure in a safe condition: failure to maintain devices or safeguards in good working order,” and for a failure to have a work permit for the activities that required the scaffolding in the photo above.


With the outstanding complaints previously filed by a group of dissident parents against Poch and the members of the board of this charter school for a laundry list of questionable or possible illegal activities, these code violations - which include this multi-use building being used illegally for a single purpose, could perhaps represent the last straw for Poch’s operation of this school at this location.


It will be interesting to see what happens when the School Board is faced with allowing this school to continue operation in the wake of these revelations. I wonder whether Raquelita Regalado, will embarrass herself once again to try and intercede into this mess.

Construction equipment at Blanche Park today redoing the park to meet Commissioner Sarnoff’s latest ideas about how the dog park across the street from his house should look.


With a $61 million deficit, the other candidates running for District 2 should consider tallying up how many capital improvement projects are currently being financed by the City, and most importantly, how many of them are within 6 blocks of the Commissioner’s front door.


Also, someone needs to spend the time tracking down how many of these projects originally started with a commitment by the Commissioner to be financed with money from his Homeland Security Fund, but somehow ended being financed another way, leaving the Homeland Fund money safe for another bait and switch project.

ROBERT MEYERS IS MILKING HIS RESIGNATION FOR ALL IT’S WORTH

PART VI

Robert Meyers, the Executive Director of the Miami-Dade Ethics Commission was supposed to resign his post last April.  Here it is in mid-August, and he’s still lurking around like unwanted bellhop fluffing pillows in the suite of a couple hot newlyweds that want to get it on.


Meyers forced resignation - and it was forced - came after a series of embarrassing revelations about him, his secretary Rodzandra Sanchez and their lunch dates, detailed in a series of emails leaked anonymously to then County Mayor Carlos Alvarez.


The leaked emails led to a nasty investigation that I managed to chronicle in a series of posts that included video and audio from the January 2011 Ethics Commission meeting revealing that Meyers was running a dysfunctional shop with serious internal staff problems and a cozy relationship with then Chairman of the Board Kerry Rosenthal, who had managed, with Meyers collusion to keep his 2 year Chairman’s position for 11 years.  All this led to Meyers submitting his resignation at the Commission meeting on February 8th.


Since then Meyers has extended his date of departure several times, although it looks like September 1st will be the day when the door finally hits him in the ass on his way out.


Meyers however, isn’t leaving without one last shot at being a dick.


Several weeks ago, in a serious lapse of security, one of the Ethics Commission staff sent out an invite to a farewell Dinner & Dance on August 27th, along with the invite list on the Commission’s email system.  Can well all say, public record!.

In typical Meyers form, the above list only included 3 members from the Ethics Commission board and staff.  None of the other 15 members of the staff were invited, nor were they supposed to find out about this Dinner/Dance.


For the staff, they were only supposed to know about a luncheon at Seasons 52, in Coral Gables.  The peons were expected to pony up $35 for the pleasure of having lunch with Meyers at one of the restaurants he had wanted to take Rodzandra during those halcyon days when he would write her about “Wearing something nice,” for their luncheon dates.


The staff did not find this at all amusing, and consequently, most of them will be lunching elsewhere today.

THEY KILL TREES FOR THIS?

THE “FUTURE OF MIAMI” NEWSPAPER IS JUST ANOTHER PIECE OF SHIT RAG THAT PASSES OFF GARBAGE FOR NEWS

I’ve never been a big fan of Miami Today, and usually only read it if I’m sitting around in some downtown government office waiting to talk with some public official, which is what happened last week when I picked up a copy and saw an article with this headline.

Against my better judgment - I say that because most of the stuff I read about the South Florida film industry is written by people who’s only knowledge of the industry is that they buy movie tickets - I started reading, and was soon frothing at the mouth like the comedian Lewis Black in the middle of one of his monologues.


In what has got to be the most arsine, ignorant single sentence ever written about the bullshit film industry tax incentive hustle perpetrated on a gullible legislature and public, the article stated:

For the record, the current film industry tax incentive is a 5 year, $242 million boondoggle. There is absolutely no way that $170 million in “state incentives has “flowed through” Miami-Dade County in the last 8 months, or even the last 7 years that incentives have been available, and there damn sure hasn’t been a $1.19 BILLION impact as a result.


The first person who deserves blame for this bullshit nonsense is Tony Ojeda, the county’s Economic Development and International Trade Director, who was a complete moron about the film industry 25 years ago when he briefly oversaw the film office, and who obviously continues to be a moron now that he’s taken over the supervision of the film office once again.


Back in the day when reporters were actually required to be reporters, the smart ones soon learned that most of the people they talked with were either morons or ass kissers, so a large part of their job and responsibility was to actually engage in fact checking to catch the lies. 


Today, the “news” business is populated by nitwits who are stupider than the morons that they interview, and the main job responsibility for a “reporter” is to be a stenographer.


And so we have Ashley Hopkins, this Miami Today scribbler cranking out an “article” that besides including Ojeda’s bullshit, also includes this gem about newly hired City of Miami Film Commissioner Rob Feldman:

Unfortunately, it would seem that Ms. Hopkins isn’t on the distribution list - although I would find it hard to believe that Miami Today isn’t - of press releases and memorandums issued by the City of Miami, including this one:

So, contrary to Ms. Hopkin’s claim that Feldman was on his “second month on the job,” when she interviewed him, he has actually been on the job no more than 2-3 weeks.


Now, if Ms. Hopkins was a REAL reporter covering the South Florida film industry she might even have heard about how Mr. Feldman applied for the job, which would raise questions about just how much he actually knows about the South Florida film industry, and how goofy his claim about this being the “golden age” for filming really is.

It’s all BULLSHIT!  What we have here is a bunch of morons, talking out of their asses, making up shit and pretending that they know something about a subject that they’re completely clueless about, that is then “reported” by a nitwit who’s too stupid to know that the people she interviews are as stupid as she is.


It ought to be a law that smarmy, ass kissers like Ojeda and Feldman be required to put on cheerleader uniforms and wave Pom-Poms when they speak to anyone pretending to be from the news media just to keep things in perspective, because for publishing this kind of crap, the “newspaper for the future of Miami,” unnecessarily contributes to the killing of innocent trees.


Miami Today - pick up a copy if you need something to wrap your garbage in!
