CABRERA TELLS THE POLICE DEPARTMENT TO CHANGE HIS STATUS - BUT DID THE DOORMAT KNOW OR GIVE PERMISSION?

Dear Mr. Martinez:

 

On October 24th, Luis Cabrera sent the below email to representatives of the Miami Police Department in which he appears to transfer himself back to the Police Department as the Deputy Chief.

“Sean and Angie: 

 

Please correct and update my status from ACM to Deputy Chief. Also, ensure that I'm on the staff distribution list for internal executive matters.

I am making a public records request for the Memorandum that you issued authorizing Mr. Cabrera to authorize the Miami Police Department to change his status.

 

Secondly, by the plain language of this email you cannot have a single individual assuming the positions of Assistant City Manager – and please notice that the word “Acting” is not part of Mr. Cabrera’s title – and the Deputy Chief of Police.

 

Since Mr. Cabrera took it upon himself – with or without your permission – to notify the Miami Police Department to update his status within the Police Department to Deputy Chief effective October 24th, then what does this mean for all the decisions he continued to make under the title of Assistant City Manager, which obviously he surrendered by becoming an active police officer again?

 

It is obvious that Mr. Cabrera seems to believe he can do whatever he wants, whenever he wants with or without your permission and/or authorization.

 

If there is no documentation that authorized Mr. Cabrera to notify the Miami Police Department to update his status, then the law requires you to acknowledge the lack of such documentation.

 

If I might be so bold, I would strongly urge you that based on your performance during the hearing to remove Chief Exposito and this year’s budget hearings, that you should go out and buy an extra large container of Gorilla Glue that would allow you to attach your lips permanently to the buttocks of His Ignorance, the Mayor, because your incompetence and continued inability to maintain control over your subordinates indicates that you’d be hard pressed to get a job managing the midnight shift at a local McDonald’s, much less ever find any other local government or private company that would pay you the stupid amount of money you receive for being such a doormat.

 

I will look forward to you compliance with this public records request.

Last week, Chief Manuel Orosa turned over 123 emails and 297 pages of documents in response to my public records lawsuit - more about all that in January - and one of the very first emails that caught my attention was an October 24th email that I’ve now made the subject of a letter to City Manager, Johnny “The Doormat” Martinez.


It’s self-explanatory, AND below my letter is the response I received within an hour of my sending this letter, that illustrates that Johnny Martinez has absolutely no control over Cabrera.

Another nugget that I discovered in going through the Orosa’s emails was that Commissioner “Ethics” was back to his old tricks - I doubt he ever stopped - of using his private email accounts to conduct public business.


Things have gotten so bad at City Hall that folks like Sarnoff and some of the other Commissioners, as well as top administrators have taken to texting instead of emailing, and have also taken to having staff people come to their offices so they can give them verbal instructions on documents that they want, and things they want done so that there will be no paper trail.


It’s like a mob boss walking around the block with his underlings giving them instructions in an attempt to evade FBI wiretaps.


This time, I caught my pal Punky, and we’ll see if he wants to become my first lawsuit of 2010.

I sent the above letter to Martinez and others at City Hall , including Cabrera at 10:32 AM, Sunday morning.  At 11:40 AM, I got the following reply.

How much more obvious can it be that Cabrera considers Martinez nothing more than a puppet that he can manipulate?


Cabrera not only didn’t bother showing Martinez the courtesy or respect of allowing him to respond - after all I sent my request to Martinez not to him - but more importantly, it underscores part of a larger pattern of behavior on Cabrera’s part where he usurps Martinez’s authority at every opportunity even to the point of generating documents that should be signed by the City Manager, and signs the documents himself on the Manager’s behalf.  (Another January story).


So since Cabrera says there were no documents that authorized him to notify the Miami Police Department to “update” his status to Deputy Police Chief, what will The Doormat do about that on Monday morning.


Or better yet, what will Cabrera tell him he can do, since his email to me reveals that when it comes to running the City of Miami, Cabrera treats Martinez as nothing more than a Come Mierda


That’s shit eater for all you anglos, and by comparison, makes being called The Doormat, a term of endearment.
