PART II

My first story of 2013 was about Miami Police Sgt. Javier Ortiz and his best pal Edward Lugo, and how they had basically terrorized a couple citizens and lawyers from the Public Defender’s Office.


At the time, I was only able to provide the investigator’s report of this incident because the Civilian Investigative Panel had somehow failed to write the letter to the Chief of Police that detailed their findings including the highlights of Ortiz and Lugo’s behavior.


Finally after almost 10 months, they did so, and here it is.

Now, given that the Chief of Police continues to be Manny Orosa, who we’ve learned is far more interested ignoring incidents such as Reserve Officer Placido Diaz pulling a gun in a restaurant at Bayside, and behaving like a “gentleman” when he agreed to provide free on-duty police protection to Gary Nadar, another “gentleman,” and multi-millionaire art dealer, the odds of this pussy Chief of Police actually doing anything against Ortiz or Lugo is slim to none.


Unfortunately, it seems that the Miami Police Department’s Internal Affairs Unit is comprised of Manny Orosa clones, because in the case of Lugo using unnecessary force during the issuance of a parking ticket against the father who was picking up his daughter attending the music school in Coconut Grove, they determined that the findings of their investigation against Lugo’s alleged bad behavior was “inconclusive.”


It’s amazing how many investigations of Lugo and/or Ortiz involving their use of force turn out to be “inconclusive.”


Could one reason be that Ortiz - who really isn’t a street cop anymore but a full-time union leader - spends so much time at the IA Offices you would think he was assigned there?

Ortiz is one of those guy’s whose behavior is pretty transparent, and in the last couple weeks he’s been doing his best to try and convince the membership of the Fraternal Order of Police (FOP), of what a standup guy he is when it comes to looking out for the interests of any of his union members in trouble with the law.


It’s all pretty much a charade being orchestrated by Ortiz to try and deflect attention from the fact that when it comes to City of Miami cops being in legal trouble, Javier Ortiz, along with his pal Lugo could wind up being the poster boys for what it means to be in legal trouble for being a bad cop in Miami.


Stay tuned boys and girls, because when it comes to Ortiz and Lugo you ain’t seen nothing yet.
