IT’S PARKING DECAL TIME
ONCE AGAIN WE CHECK IN TO SEE HOW ART NORIGA PASSES OUT FAVORS TO HIS PALS ON YOUR DIME

By now regular readers know that I first learned about Art Noriega’s gifts of City-Wide Parking decals when I discovered one illegally stuck on the windshield of Commissioner “Ethics” Sarnoff’s cousin Neil Bayer’s car in January of 2011, and how I had to sue Noriega in order for him to provide me the first list of the recipients of these little gifts that were part of the Family and Friends Swag Bag.


Then last year, an eagle-eyed Crespogram reader spotted a a handmade City-Wide Decal on a car that revealed that Art was providing “complimentary decals” to 51 Counsels or Honorary Counsels, over whom half didn’t have offices in Miami, or were no longer Counsels.


So, now in time for the holidays we belatedly take a look at Art Noriega’s 2013 contribution to the Swag Bag of undeserving politicians and pals who got City-Wide Parking decals this year.

The first thing we spotted is that the decal numbers go to 60, but that there are only 49 decals attached to names.  That means that there at least 11 decals unaccounted for.


Then on the right hand lists we see a number of names that raises questions.  Take Pete Chircut for example.  He used to be the Treasurer for the City of Miami, but he retired back in the summer of 2012.  Why did he get a parking decal in 2013?


Then there’s La Veya Loca, Janice Learned.  Why did she need a free parking decal?  She finally got fired in July of this year, but even before then she didn’t have a job that required her driving around town.


Or how about Carlos Migoya? Or how about Bert Gonzalez?  How come he got one and the Executive Directors of the other 2 CRA’s didn’t?  Could it be that he’s Sarnoff’s personal butt boy who goes around taking care of those little deals that no one feels comfortable talking about?


And of course there are those Counsels and their complimentary decals.


So, once again Crespogram readers, the high number we know about is 60.  Keep your eyes pealed and if you see any of these City-Wide decals, take a photo with your cell phone and send it to me.


At least there’s one bright spot is the list this year.  Kira Lee Grossman - Art Noriega’s Senior Executive Advisor - got a decal, and that’s a good thing, because when you see the nest story below you’ll appreciate how embarrassing it would be for this Trailer Trash Bimbo to rack up parking tickets in Miami like she has elsewhere.
