LUIS CABRERA HAD A FIT
HE’S THE MOST DANGEROUS EMPLOYEE IN THE CITY OF MIAMI

Last Monday, the Fraternal Order of Police and the City of Miami held a contract bargaining session at the MRC building. 


About an hour into the session Luis Cabrera, “Acting Assistant City Manager/Deputy Police Chief,” came into the room, snapped a comment at the AFSME rep sitting in as an observer, ordered an underling to vacate his seat at the table so he could sit down, and within 5 minutes of arriving, went into a profantiy laden tirade when someone made a comment about the City needing to hire competent people to manage the City.


While efforts were made to quiet Cabrera, the meeting broke up and the FOP walked out, followed by representatives from the City trying to apologize and get them to come back to the table.


Perhaps Cabrera forgot to take his medications that morning, or something else set him off, but no matter what lit the fuse doesn’t matter.  This has all been coming for a while now, and Cabrera’s tirade was not the first one he’s had since he’s been play acting as an Assistant City Manager.  My sources tell me he has them on a pretty regular basis.


This time though, instead of having his fit in the semi-privacy of the City Manager’s office on the 10th Floor, he had it in a room full of witnesses who don’t normally get to witness Cabrera go off like a Roman Candle.


As usual, everyone during the week focused and gossiped on Cabrera’s behavior, but few have bothered to focus on the larger issue of who authorized the “Deputy Police Chief” to sit down at the table as a member of the City’s negotiation team dealing with the Police Department’s contract and open his mouth about anything.


This is the kind of obvious and flagrant conflict of interest that would, in a normal American city, prompt an immediate demand that he remove himself from the table by both sides.  But. it’s Miami, and the norms of professional behavior that govern government officials has, like so much else in Regaladoland, gone out the window.


As entertaining as Cabrera’s behavior might be for those around a water cooler, the fact that he continues to waltz around as an “Acting Assistant City Manager,” while remaining on the Police Department’s payroll, and shows up at events in his uniform on special occasions like its Halloween, only underscores the Banana Republic mentality that allows this loose cannon to do what he pleases without adult supervision.


It’s common knowledge that Manny Orosa, the current Police Chief - who Cabrera I’ve been told has started plotting against, using the increased crime statistics as a ratonale for Orosa needing to be replaced - has refused to allow Cabrera to return to the Police Department as the Deputy Chief because of the danger he poses to the stable management of the Department, and the Mayor, who is Cabrera’s protector and is fully aware of the danger that Cabrera poses, is a coward, and obviously has no power to control him.


So, the result, as witnessed last Monday, is that Cabrera wanders around the MRC building, drinking out of his sippy cup, demanding that people “respect” him, and unraveling in front of peoples eyes.


And, to top it off, he’s packing a gun!
