Although the City of Miami has over 4000 employees, for the 2nd year in a row, the subject of Madeline Pacheco and her job and/or salary was a topic of discussion at last week’s City Commission budget meeting.


It seems that unlike any other City employee, wherever Pacheco goes, so goes her pay package.


In Regaladoland, Pacheco’s pay package is like a dowery, that follows her from office to office, and raises once again the whole question of just what the real deal is with this woman, and the power she obviously welds over His Ignorance, the Mayor, and the City?


Last June I detailed how Pacheco came to be a City employee, and how a job was specifically created for her in Grants Administration that was originally going to pay her $55,000, but that after she balked, the amount was raised to $67,000.


Then within weeks of showing up for work she magically showed up in the Communications Department where she came in late, left early, and spent a lot of time in the Mayor’s Office.


When the thrill wore off, she left Communications and started showing up in Grants Management again, only to wrangle herself a spot in the NET Office on the 10th Floor of the MRC Building a few months ago.


That’s where the discussion at the City Commission meeting starts, with Spence-Jones asking why Pacheco’s salary is being removed from the Grant’s Administration budget to the NET Office’s budget.


Below is the video portion of that discussion.


You’ll notice that Spence-Jones’ question is never answered by Budget Director Danny Alonso. Instead, he tries to sidestep the issue by claiming that the City has allocated $46,000 for another employee to go to work in Grants Administration, but that merely evaded the issue of the $75,000 salary package that Pacheco seems to be able to drag with her as she goes from one Department to another.


What was revealed with Alonso’s announcement of the new employee and additional $46,000 in salary assigned to Grants Administration, is that it points to the what the true value of the job that Pacheco held in Grants Administration was actually worth.


In turn, this establishes the premium that the City has been willing to pay for “Hotlips” to sashay from department to department at around $20,000.


That’s barely enough to keep a girl in lip gloss.
