I’ve always had an appreciation for Don King.  We are alumni of the Ohio extended Summer Camp program, and therefore I consider us lodge brothers: He did time at the Marion Correctional Institution, while I was in the Ohio Penitentiary and Chillicothe Correctional Institution.


Each of us managed to survive being rehabilitated, and because of that, I tend to pay attention when I hear his name. It was with some interest when he showed up in Miami last December to put on a boxing event at the AAA Arena.


Little did I know that Don and Mayor Regalado had become bosom buddies.  With Don, a lot of his shtick is always geared to promoting his events, and as part of his Tribute To Freedom boxing match at the AAA Arena on December 17th, he chose Miami for one of his annual Holiday Turkey giveaways, where he gives 1000 frozen turkeys to poor folks.

MEET THE MAYOR WHO’S NEVER ACCOUNTED FOR A GIFT RECEIVED IN OFFICE 
PART I

One of the requirements, as well as benefits of being the mayor of a big city is that you need to show up, attend events, cut ribbons, and generally be the “face” of the city.


It’s pretty easy most of the time to know when the Mayor of Miami is at an event in an “official” capacity, and therefore working for the citizens.


On the other hand, there are the occasions when he gets invited to events either as a political favor, or as a reward for services rendered, so to speak, and then there’s a question of the invitation being a “gift.” We all know the problems about politicians accepting gifts and the problems that it can lead to.


Take the Miami Heat for instance. The City of Miami has done a lot of good, as well as a few questionable things for the team and the AAA Arena. Among the questionable is staging the equivalent of a human cattle drive in the hours before every Heat home game using Miami Police and Public Works employees to herd all of the homeless people as far away from the eyes of anyone attending the game as they can.


It would stand to reason that the Miami Heat folks would like to show their appreciation to the city for cleaning up the neighborhood from the unsightliness of homeless people,  as well as all the other things that the City of Miami does for the Miami Heat and the arena, and so it seems, every once in a while they invite the Mayor to a game.

Because Regalado is such a family kind of guy, it’s perfectly understandable that when opportunities like this arrive, he always want to make sure he can share the benefits and spend some quality time with his kids.


When the Mayor has such a trusted aide like Ada “The Thuget” Rojas, who recently got $6000 in salary raises while regular city employees got pay cuts, it’s understandable that she should invite herself to these events to capture the event on her trusty IPHONE video camera as a way to show her appreciation to the Mayor.

Sometimes, free tickets for a Heat game come via a company generating a little community good will. Take Office Depot for instance, who has a corporate suite at the AAA Arena. 


In early December, a press release went out announcing that Office Depot, along with the Miami Heat and Mayor Regalado were inviting children from the Notre Dame Catholic Church Haitian Youth Center to the Heat/Knicks game the following night.


As an expression of their partnership, the Office Depot folks provided the Mayor tickets to their suite.

Ada got so excited when she got it all organized that she screwed up the date of the event, but the one thing she didn’t screw up was making sure she got into the suite.

By the night of the game, the City’s and the Mayor’s family’s presence at the game had grown.  Tommy Jr. and Angel - The Idiot Of The City - Zayon also showed up.

And so, after the usual obligatory photographs with the kids, and some Heat players, the Mayor waved to the kids before going up to the Office Deport Suite to watch the game, and pose with Sean Penn for the photograph at the top of this article.

Of course, Don has always been a gracious guest and host, and is always happy to pose for photos, because as he’s so often says, where else but in America could a guy like him - or me for that matter - get to where we got.

When it came to this event, the Mayor decided that this would be an opportunity for him to bond with all of his male colleagues, and so the following request for tickets went out to King’s people.

There’s nothing like spreading holiday cheer around when you don’t have to pay for it, or better yet, banking a few IOU’s from the Commissioners and the other city officials by arranging for them to get tickets that they could themselves give away - if they weren’t into boxing -  to generate a little holiday cheer of their own. 


In total, the request came to 67 ticket in ringside rows 1, 2 and 3.  Each of the tickets, excluding the ringside table which obviously went for more than the $1200 value of the 6 seats, had a value, based on the price list of tickets for the event, came in between $9300 - $12,600, and that, as I said, excluded the ringside table and the food and drinks that came with that package.


Not a bad Christmas present from Don King to the Mayor, the Commissioners, the City Manager, the Police and Fire Chief, and the other 34 city employees - if in fact those tickets were passed on to City employees.


What would be really interesting to see is what Don King established the “good will” value of all of those tickets for tax purposes.

EVERY TIME A POLITICIAN IN MIAMI-DADE COUNTY  ACCEPTS A GIFT WORTH MORE THAN $100 AND DOES NOT REPORT IT, IT CONSTITUTES A CRIME

Once upon a time, a few folks from America managed to make their way to the Banana Republic, and told the citizens here who were continually angry about the high levels of public corruption, that up in America they had these things called Ethics Rules.


Those ethics rules were created because people in America had this strange notion that public officials should have a loyalty to the people who elected them, and they should have some limits on how they could use their official positions for personal gain.


And so it came to pass in Miami-Dade County, that at a momentary period of extreme embarrassment over some nasty piece of crookedness, a Code Of Ethics was approved by the politicians, who did what they do with any laws that inhibit their ability to plunder at will; they proceeded to ignore it.   

But, the law is there, and it does have teeth - of course, when the Ethics Commission itself is corrupt, as was revealed in the Crespo-Gram Report Series on how they behave, it does present a problem - but, elected officials, and other designated public officials are required to file a FORM 9 to the Florida Ethics Commission, reporting the gifts and trinkets they receive.


Here is the response that I got when I sent a list of City of Miami officials to the Florida Ethics Commission last week to see if they had complied with the law.

In The City of Miami, the mantra for honesty is: Gift reports? What gift reports?  In the Banana Republic we don’t fill out no stink’en gift reports!

Ada Rojas asked Don King for 34 tickets for staff.  I’d like to hear from anyone who actually got one of those tickets, because I’ve been told that they didn’t go to City staff people, but were given away to crony pals.


Also, I’d like to hear about all the “fistfuls of tickets” that allegedly been given to the folks in Building/Zoning/and other Departments for the Circus, Boat Shows, and all the other events that show up at the MRC building needing help with permits, etc.  Contact me at: al@alcrespo.net

WE GET A SHOUT OUT FROM NEW TIMES

We got a much appreciated “Shout Out” from Tim Elfrink, at the Miami New Times today on our story below. Tim contacted Pat Santangelo, Mayor Regalado’s personal spokesman, who conceded that the facts in my story were correct, but who tried to spin The Don King story by claiming that:


“Santangelo says the mayor's office accepted the tickets because they wanted to help King get a new boxing league off the ground in Miami. The match was sparsely attended, Santangelo says, and only 20 or so staffers from the city showed up.


"We're in favor of any new business coming here and we're willing to work with anyone who has a good idea," Santangelo says. "There ended up being a lot of room at this match, so it's not like we were taking extremely sought after tickets for our own benefit."


So, in the future, if you’re staging an event, and need to fill the seats, just contact the Mayor’s Office, they’ll act as your casting director and line up city employees to be your seat warmers.

I personally witnessed Commander Ricardo Roque - in fact I held the door open for him - entering the City Manager’s office this afternoon. Roque has been reportedly identified as a replacement for embattled Chief Miguel Exposito, who rumors continue to claim will be fired before this week’s State Of The City address by Mayor Tomas Regalado.


Could the end finally be near for Exposito?

Ada Rojas, The Thuget, has turned out to be a real piece of work


Not only did she lie and wear a wire to trick the fool who took her urine test when she first applied for a city job, but then there’s the whole incident where she jumped out with her IPHONE video camera after she was stopped for attempting to drive through a Presidential Motorcade, and told the police that “I work for the Mayor’s Office and you have no right to block the street.”


As a reward for her behavior, the Mayor gave her a big, new SUV after her arrest - the better to impress people that she worked for the Mayor - and then in the course of 60 days between November and January of this year she got $6000 in raises while other city employees were getting hit with salary cuts.


That, I would argue would be sufficient for folks in most government jobs to at least make an effort to lay low for a while.


THE THUGET’S DISCOUNT: FREE IS GOOD


Not The Thuget. Not only was she at the center of Monday’s story soliciting tickets for the Mayor’s family and others from the Miami Heat and Don King, but In the midst of all of this she has been banging the folks at the city’s Knight Center to provide her with tickets to everything that rolls through town.


It isn’t that they send her an email offering her tickets.  No, she’s shameless in using her position to obtain free tickets. From the records, she treats the Knight Center, and Daniel Newoff as her personal entertainment director.

When she isn’t out hustling tickets, those nice folks in the City Manager’s Office, who seems to receive their own unlimited share of tickets to events, are more than willing to share with Ada.  Here’s an exchange between Edith McCray of the City Manager’s office and Ada. 


The Basil that is mentioned in the last email is Basil Binns, who is an assistant to the City Manager and whose office is over at the MRC building.

The 4 tickets were for a Florida Marlins game, and while a batch of tickets were made available to ALL the city employees, it’s obvious by this email exchange that the pigs at the front of the trough made sure that they got their tickets before they ran out.  You can see the email that was sent to all the city employees below.


ELECTED OFFICIALS ONLY


So as not to feel like an ugly stepchild, the folks over the the Bayfront Amphitheater also make sure that the elected officials at City Hall get their fair share of free tickets. 

The folks at Bayfront make it a point to offer tickets to City Hall for everything that comes through the door, including hip hop, just to make sure that everyone appreciates just how accommodating they are.


EVEN THE “LITTLE PEOPLE” GET A TASTE


So as not to anger the regular employees when the gossip about all of these free events that the big shots are getting tickets to makes the rounds of the MRC building, even they are provided a freebie now and then.

As the Mayor’s spokesman commented on Monday in responding to the revelations in PART I of this series, they see no problem in accepting free tickets to events where a large chunk of the available seating will be empty anyhow.


Just imagine what’s going to happen when attendance drops off at the new baseball stadium/



DON’T FOGET COMMISSIONER “ETHICS” AND HIS TOADIES


I literally could keep adding invites and gifts of tickets to city officials for a while, but by now I think you’ve gotten an appreciation for just how blatant and widespread the practice of accepting free tickets is in the City of Miami.


However, no story like this could be complete without including a couple examples from our favorite scumbag, Commissioner “Ethics” Sarnoff.

Cirque du Soleil is a special example because their tickets are very expensive, and because they sent this same invitation out to all the elected officials in the City of Miami, and I suspect to other elected officials Miami-Dade County, along with, I’ve been told, handing out tickets in the MRC building as a token of appreciation for help in getting the required permits and other necessities like off-duty police, etc.


For the record, Commissioner “Ethics” accepted the invitation.

Since the Commissioner fancies himself a bon vivant of sorts, he couldn’t pass up this invite, and took along Burt Gonzalez as his lunch date

One of the better free tickets to score are the ones to various events at the Arsht Center.


It only made sense therefore that Pieter Bockweg, after he was appointed the Executive Director of the CRA, who just incidentally provides the Arsht Center with 25% of their annual operating funds - the result of an infamous legal opinion issued by City Attorney Julie Bru, who initially opined that the CRA couldn’t give them money - operating funds for the Arsht Center aren’t necessarily where you would expect money that’s dedicated to eliminating slum and blight being spent - magically changed her mind and wrote a new opinion saying in effect, never mind, would get a welcoming gift.

Bockweg’s acceptance was short, but gracious.

GO FOR THE GOOD STUFF


Shows at the Arsht Center have become a favorite for City Attorney Julie Bru, but she at least has had the presence of mind to file FORM 9’s to cover her ass, unlike all of her fellow City bigshots, who just keep taking tickets like the process is a sanctioned benefit of their job.

IN CONCLUSION


The City of Miami owns, manages, or provides city services to the following venues inside the city limits:  the AAA Arena, the Knight Center, the Bayfront Park Amphitheater, the Arsht Center and The Gusman Theater.


If any law enforcement agency, or the Miami-Dade State’s Attorney wanted to, they could easily conduct an investigation that would reveal, that like the antics recently revealed in Miami Beach by the Miami Herald, elected and appointed officials of the City of Miami, along with staff like Ada Rojas, have been banging these venues for years for free tickets for themselves, their families, their friends and political supporters.


The only problem is, that the Miami-Dade State’s Attorney has her own history of taking tickets, and having parties and events at her house, and generally feeding at the trough like the rest of these freeloaders.


Don’t believe me?  Go to the County Clerk’s Office at the Stephen Clark Building, 17th Floor, and ask to see her gift report records.   


So, anyone who actually think that the State’s Attorney’s Office is going to conduct a “real” investigation on the going’s on in Miami Beach, or even contemplate an investigation in the City of Miami, about behavior that she herself engages in can forgetaboutit!


Whether these “gifts” are reported or not, the bottom line is that none of these people would be getting squat if they weren’t public officials who someone wanted to influence, or reward with a little token of appreciation for favors done, or because, as in the case of Ada Rojas, because they feel they’re entitled to be provided with everything for free. 


It’s just another sign that we live in a real Banana Republic where plundering is considered part of the perks of the job.

Rumors have been circulating that the Mayor desperately wants to announce that Chief Exposito is gone at his State Of The City speech this Friday. 


Yesterday’s appearance at the City Manager’s office by Commander Roque, touted to be one of the top candidates to replace the Chief only adds fuel to the fire.


At tomorrow’s Commission meeting Commissioner Dunn has another pocket item bringing up the Chief’s actions for discussion.  Could the stars finally be aligning against the Chief?

WHEN IS ENOUGH, ENOUGH?  WHILE IT’S TIME FOR DAVID COLLINS TO GO, THE REAL QUESTION IS,  DOES HE KNOW TOO MUCH?
PART V

I started this series on the Coconut Grove BID by publishing a letter of grievance filed against David Collins by Kristi McCarthy, a former BID employee, who with a degree in urban planning had gone to work at the BID on the mistaken assumption that it was a real opportunity to work in a creatively challenging job helping Coconut Grove get its groove back.


As her letter revealed, the job turned out to be little more than being an abused flunky to David Collins, the BID’s executive director.


Since then, I moved on to write other stories of how screwed up the BID is, including last week’s car chase saga on how I had to stake out City Hall and follow Commissioner Sarnoff’s Chief of Staff, Ron Nelson, in order to attend a public meeting whose location was moved in an effort to keep me away.


But now, I’m back to David Collins and his gross incompetence and lack of professional skills, thanks to a new letter of grievance filed by Richard Issa, another former BID employee who was fired, but who now, having learned of Kristi McCarthy’s letter, has written his own.


In some respects, it mirrors the allegations made by Ms. McCarthy, but it also addresses additional examples of Collins’ incompetence and lack of professionalism.

It’s my understanding that the BID has only had 4 paid employees, so, 50% of all of the BID’s employees have found David Collins unsuitable as a boss, and worse, incompetent when it came to providing the kind of leadership that the Coconut Grove business owners thought they were getting when he was hired.


And then there was the tape of Max Wyler, of Accord Productions that I included in PART III of this series, in which he detailed his efforts to meet with Collins in an effort to see whether they could work together to promote the Grove on his Beach TV Channel.


There was more to that interview that I didn’t run at the time, because I didn’t want to confuse the issues, and because I knew that the subject of how David Collins deals with individual business owners - in large part reflected on the business owners relationships with Commissioner Sarnoff, would be a subject that I would be addressing in a subsequent part of this series.


Here is the remainder of the Max Wyler interview where he describes what happened when he mentioned that he knew John El-Masry.

There has been some talk in recent weeks that Collins might be on his way out, and that Ed Prelaz, the General Manager of Mayfair might replace him.


This has not met the approval of all the property owners in the Grove, because during his tenure on the BID Board, and especially since he was appointed Vice Chairman, Ed has displayed an unwelcome habit of referring on many occasions to conversation with the Commissioner, as in, “As the Commissioner and I were talking about that yesterday...”


Another possible blow against Prelaz was that he was forced to resign from the BID earlier this week by Timo Kipp, the new owner of Mayfair, who is taking his seat on the Board as a property owner.


The  biggest problem with replacing Collins is that he knows where the bodies are buried, and at his age and circumstances will never again get close to a job that pays $110,000 and benefits.


Collins was hand picked by City Commissioner “Ethics” Sarnoff and Miami Parking Authority Director Art Noriega, specifically because he could be depended on to do whatever they told him to do, and now, in some regards they’ve created a monster because they’re either going to have to buy him off, or suffer the consequences if Collins decides to turn on them.


This is an unpalatable choice for at least some of the property owners, who while knowing that they’ve been screwed over by the Sarnoff/Noriega/Collins troika, are still unwilling to stand up and demand that Collins be fired for the betterment of the community he’s served so poorly.


As evidence of that, below is an almost 11:00 portion of the now infamous quasi-secret meeting held at Grove Isle, where the subject of Kristi McCarthy’s letter of grievance was discussed.


While it’s important for groups who hire employees to have some sort of Human Resources capability, understand that it was only after a letter of grievance was filed against David Collins that the subject came up.  There seems never to have been a concern for these issues when Collins fired Richard Issa, or for that matter, for the inability of Kristi McCarthy to take her concerns to anyone before she felt compelled to quit.


First, notice that Collins is allowed to stay in the room for this discussion. How’s that for being able to be inside the tent when your future is being discussed?


Also, pay attention to the way in which Art Noriega ends up  chairing this committee - to the point that everyone else looked for ways to pass the buck to him.


Noriega, who had already reviewed the charges in the letter towards the end of the tape concedes that he “could make a recommendation tomorrow.”


So, if he’s already made up his mind, what’s the use in having a committee, other than as a charade of pretending to follow some made up procedures


The group at the table - who incidently were all hand picked as invitees to this meeting - by willingly agreeing to allow Noriega, who’s already made up his mind be the Chairman of this HR Committee, effectively avoided their responsibilities as board members looking out for the interests of the group as a whole.


Bear in mind, that Noriega, along with Sarnoff are the ones who put Collins in the job, and even more than Sarnoff, Noriega might have more to worry about from Collins rolling over if he gets fired.  There are intriguing bits of evidence that point to the BID being used to make some of Noriega’s MPA playmates happy, wealthy, but not necessarily wise.


It’s a tangled web indeed when these guys decide to turn on each other.  But then again, Collins should have never been hired in the first place.

SAY IT AIN’T SO, BOYS?
COMMISSIONERS GORT & SURAEZ, GOING FOR THE BIG MURAL BUCKS

There’s something about becoming City Commission Chairman that does something to those who take it on. Willie Gort hasn’t been chairman a hot 2 months and already he’s starting to act just like his predecessor Commissioner “Ethics.”


Right behind him is the Boy Prince, Francis Suarez, who perhaps has decided to entertain the notion of running for Mayor, and decided that he needs to start raising serious money.


No matter what the reasons or self-justifications, the map above is the latest incarnation of the outdoor mural map with new boundaries that will allow Commissioner Gort and Suarez’s Districts to become havens for more outdoor “murals,” and their campaign accounts the recipients of big contributions from the outdoor advertising industry.


The changes, which were at the request of both Gort and Suarez, turns 836 into Willie Gort Mural Expressway, and Flagler Street and SW 8th Street into Francis Suarez Mural Drive.


Also extended is Commissioner “Ethic’s” and Commissioner Dunn’s boundaries North and West on i-95 and 112.


The only Commissioner who’s rejected all the blandishments of mural money has been Commissioner Carollo.


At the current rate of mural expansion across the city, by the end of next year the mural companies should just be able to drape the entire city with one huge drop cloth, plastered with “murals” that will be seen by the aliens as they zoom towards earth, looking for someplace new to conquer.


The “murals” will provide the aliens with the X, that indicates this is the place to land, and evidence that the inhabitants are edible.

As an example of, “You can’t make this shit up,” we provide you with a portion of the Mayor’s State Of The City speech from last Friday.

Last Saturday’s cleanup was the first of many and we will continue this beatification operation throughout our city.

Nary a document is released by the City of Miami’s Communication’s Department that does not contain one or more embarrassing errors, from calling the Governor, “Rocky Scott,” to calling Frank Carollo, the “Vice Chairiman,” of the City Commission, to this misuse of beatification for beautification.


You would think that between all the money that is being stolen, misappropriated, or pissed away in the city, that perhaps the Mayor might decide that at least a tiny portion of that money might be used to go out and hire an editor.


Maybe The Thuget could even offer to score free tickets for someone to start reading the crap that’s being pushed out the door of the Communication’s Department intended to mislead the citizens into believing that the House of Cards is not teetering on the brink of calamity.


Of course, with Angel Zayon hosting La Ley’s TV show from 8 to 9 every morning, and then seldom wandering into work until after 11AM, before heading out to a long lunch and an afternoon of who knows what now that wifey slapped him with divorce papers,  it’s  a wonder that things aren’t worse.
