ALL THE ANIMALS ON THIS FARM ARE NOT EQUAL
THE CITY’S NOT SO BROKE THAT IT ALREADY PAID OUT $2.7 MILLION IN PAY RAISES

Today the citizens and employees of the City of Miami will be subjected to another phony, stage-crafted charade that passes for a serious public policy debate by the 5 Dwarfs on the City Commission.


Commissioner Francis Suarez, whose running for Mayor in a race that he increasingly has about as much chance of winning as me, will be promoting a 3% bonus for all of the city employees.


That’s an effort to pander to the unions in the hopes that he can get them to support him instead of Regalado.


His fake opponent on this issue is Commissioner “Ethics” who, while having his hand firmly up Suarez’s ass, will none the less be in the other corner on this fight, arguing that the money should be used to help pay for more police.


None of them will own up to the fact that for the previous three years when they could have been doing something about the looming crisis in the Police Department, and a growing lack of public safety neither of them lifted a finger before it became a crisis.


Think I’m making this up. On April 27, 2011 - that’s 2 years ago minus 16 days - I wrote a story about an internal police memo that claimed that AT THAT TIME it was taking an average of 19:70 for the Miami police to respond to a call.


Go back and check and you’ll see that neither Sarnoff or Suarez ever said so much as uttered a peep about that information in 2011, or raised any concerns about what was even then evidence that by 2013-2014 the Police Department would be in serious problems because of all the people who were already back then in the DROP.


But that was then, and this is now, and so candidate Suarez is climbing up on his little soap box to become the populist champion of the employees by supporting an idea promoted by Budget Director Danny Alfonso to give all of the employees a one time 3% bonus, using part of that mystery $30 or so million that he discovered late last year.


What none of those weasels would have revealed at the City Commission meeting but what you are learning here is that since October 1, 2012, 613 city employees have received pay raises totaling $2,792,615.74.


Surprise, Surprise! And I’ll bet you thought the city was still broke! 


Right up at the top of the food chain, 20 individuals got what were identified as “Salary Increase Per Memo.”


I’d never heard of that phase before, but it seems that for the favored few, all it takes is the signature of City Manager Johnny “The Doormat” Martinez on a memo saying you deserve a pay raise and you get it?


Among the folks who got those pay raises by memo was our pal Angel Zayon who got $10,000. 


A couple Department Directors also got a little taste of honey. Francisco Garcia the Director of Planning got $12,000, Mariano Fernandez, the Director of Building and Zoning got $12,500, Nzeribe Ihekwaba the Director of Public Works got $13,000 and Keith Carswell the Director of Solid waste got $14,700.


Commissioner “Ethics” Sarnoff gave 3 of his staff $5,000 each, and Commissioner Suarez gave two of his staff $1,000 each. The Mayor also took care of a couple of his staff.


The biggest bump in this group went to Tishia Mindingail, an Executive Secretary who got a $16,129.22 raise and now makes $123,657.35.

The largest number of individuals - 345 - who received raises were members of the Fire Department who received Pay Step increases starting at 2.5% and going all the way up to one fire fighter who received a 21.5% increase. Another 37 fire fighters got changes in school hours, job code and salary.


121 employees making minimum wage, most of them part-time Parks and Recreation aides, received a 1.6% raise.


Another 73 folks got promotions, some of them with hefty increases in salary.  Rather than try and go through the list, it’s below.  You can go through it yourself.


The biggest city department that did not get any raises was the Miami Police Department where the rocket scientists who negotiated the contracts for the FOP in recent years decided that giving away their step raises for a 3% across the board raise in 2014 was a smart political move that would make the Mayor happy.


Now of course, Javier Ortiz, the President of the FOP, and one of the people most responsible for this deal that screwed his members, is indignant about the paltry 3% bonus, calling it “an insult.”


“We want our benefits restored to where they were in 2009,” Ortiz was quoted in the Herald.


He should have thought about that when he and Armando Aguilar were competing to see who could stick their nose up the Mayor’s ass the furthest in selling their membership down the river.


If Ortiz thinks that this 3% bonus is an insult, then he should feel the same way about the 3% raise that he negotiated that only comes into effect next year.


So now, you’ve got Francis Suarez, hustling for votes coming out as the champion of giving the employees a bonus, Commissioner “Ethics” opposing that in favor of using the money for more police, the other 3 Dwarfs on the Commission waiting to see which way the wind is blowing, and none of them willing or able to cut through the crap and start talking seriously about how to deal with the short, medium and long-term financial mess that the city actually faces.


Of yeah, when it comes to raises, when you get up to make your presentation Danny, how about telling everyone how much of a pay raise you got.


If it wasn’t so serious, watching these morons go through their song and dance over this bonus would be better than going to Clown College for graduation.
