  HERE IS A CLASSIC EXAMPLE HOW THE FAMILY AND FRIENDS PLAN WORKS.
PART I
PLACIDO DIAZ

On the night of January 7, 2013, Placido Diaz, then an aide to Miami City Commissioner Willie Gort, and now the administrator for the Red Light Camera Program, pulled out a City of Miami Police Department issued Glock 23, 40 caliber semi-automatic pistol - a pistol that he was allowed to carry because he was a Reserve Officer - and threatened to kill himself during a dinner with his step-daughter and her husband at Los Ranchos, a Bayside restaurant.


I wrote about this incident on January 28th, and again on February 11th, first revealing that the incident took place, and then revealing that the Police Department, starting with the Chief of Police, was engaged in a coverup trying to deny that the incident took place and going so far as to claim that because I had originally provided them with January 10th as the date of the incident, they had been unable to uncover the incident report.


That was all a flagrant and mendacious lie. Multiple sources confirmed to me that All of the top brass knew of the incident the morning after it occurred, and that there was a conscious decision to deny that it occurred until I put so much pressure on them that they had to acknowledge that it had.


You will hear on the audio tape below how the restaurant manager who made the 911 call describes the guy who pulled out a gun and threatened to kill himself AS A FORMER COP. How long do you think it took that information to start circulating?


For Chief of Police Manuel Orosa to attempt to deny that this incident occurred, when Diaz was not only a former cop, but also an aide to City Commissioner Willie Gort, and had on top of that been one of the handful of plotters involved in helping to get former Chief Miguel Exposito fired which led to Orosa becoming Chief, was not only stupid, but also dangerous because as I revealed in my January 28th story he nor his staff made any effort to warn the Sgt-At-Arms who provide protection at City Hall that Diaz had exhibited this kind of dangerous behavior.


You can read my original stories, and especially the February 11th story to understand how serious this incident was to public safety.


Even after I got the Police Department to turn over the incident report, they refused to provide me and El Nuevo Herald an audio copy of the Dispatch Tape of the restaurant employee who called 911 because, 3 weeks after the incident occurred, and after I pounded the Police Department with my accusations of a coverup they decided to conduct an Internal Affairs Investigation.


If it hadn’t been a coverup, and given the obvious mishandling of the response to the call, such an investigation would have been ordered days after the incident, and not weeks!


That investigation was concluded on August 26, 2013, with a finding that Sergeant Carlos Mendez, the officer who had responded to the 911 call had violated 12 separate Police Department and Civil Service Regulations in his handling of this incident.  He received a 20 hour suspension without pay “for having failed to fulfill your obligation as an employee of the Department of Police, City of Miami Florida.”


Although the investigation was completed and the IA Report was distributed to a number of city departments and the AFSME and FOP unions, I did not receive a copy of the audio tape and the IA Report until February 13th of this year.


That part of the story will be dealt with in PART II that I will be posting after I complete my retrieval of records.


Below is the copy of the 911 call, and the IA Report.  If anyone is unclear of what the Family and Friends Plan that I often write about means, read the IA Report and look at how Sgt Carlos Mendez, who was a friend of Placido Diaz handled this “investigation” after he arrived at the restaurant.


Mendez deserved far for than a 20 hour suspension without pay for what he did, but that too represents another example of the Family and Friends Plan.


Had I not conducted my own investigation and questioned the employees at the restaurant several days after the incident happened, no one would have ever know about this incident, because from the very beginning, not only Mendez, but Police Chief Manny Orosa and many in his command staff knew, and went along with Mendez’s initial efforts to cover this up until it became impossible to do so.


That’s what the Family and Friends Plan is all about.


HERE IS THE AUDIO TAPE OF THE 911 CALL - IT IS IN SPANISH. MY IMPERFECT TRANSLATION IS BELOW.

DISPATCHER: City of Miami, tell me.


CALLER: Yes, Good evening.


DISPATCHER:  Thank you.


CALLER:  I’m calling you from Los Ranchos at Bayside.  A client has a weapon and is going to kill himself.


DISPATCHER:  Is it a gun, or a knife, or what?


CALLER: A pistol.


DISPATCHER:  What is your name?


CALLER: Ceiclia ?????  I am the manager.


DISPATCHER:  Is he there, or has he left?


CALLER:  No, he’s outside, but his family is inside.


DISPATCHER: So did he put the gun to his head?


CALLER:  I was in the office and they told me he put the gun to his head. That he wanted to kill himself.


DISPATCHER:  Is he white or black?


CALLER:  He’s white.  he’s an ex-policeman..??????


DISPATCHER: How is he dressed?


CALLER: How is he dressed,,,Oh, I don;t know my God, wait a moment, he went outside....let me look through the door at the back of the kitchen..wait a second...he is dressed in black pants with a short sleeve shirt, color ???


DISPATCHER: Who has the gun now?


CALLER:  I don’t know, I don’t know...he’s outside with his daughter and another young man...I don’t know if they took the weapon away from him...(she asks someone else if they took the weapon away from Diaz) the young man took the weapon.


DISPATCHER: (Can’t understand what he asks.)


CALLER: The young man who is with him...he’s a relative...he’s outside the restaurant....he’s got on a shirt that’s ???? and blue.


DISPATCHER: I’m going to send someone.


CALLER: That’s good.


HERE IS THE IA REPORT - FOLLOW THE STEPS THAT MENDEZ TOOK THAT VIOLATED POLICE POLICIES IN ORDER FOR DIAZ TO LEAVE THE SCENE BEFORE THE CIT OFFICER SHOWED UP.

Other than a single story that El Nuevo Miami Herald did after I wrote about this incident, not one word has ever been written or said by the Herald, the Miami New Times or any of the TV stations about this incident where a former cop and Miami City Commission aide pulling out a gun in a restaurant at a popular tourist destination and threatened to kill himself, putting everyone else in the restaurant in harms way .


That failure says volumes about the lack of reporting in Miami and more importantly about how the Miami Police Department almost got away with covering up this story.
