WHOSE YOUR DADDY
THE CAFR IS FINISHED, BUT NOBODY WANTS THEIR NAME ON IT

On April 4th, I wrote how the City Manager had notified the City Commission that the Regalado adminIstration had not completed the COMPREHENSIVE ANNUAL FINANCIAL REPORT, and how that reflected the confusion and turmoil that the City continued to face over the management of the City’s finances.


On May 18th, a copy of the final report was completed and submitted to the Mayor.  I will depend on the Eagle eyes and knowledge of CrespoGram readers to give it the once over, but clearly the first warning signal that indicates that this document could very well be radioactive is the cover letter that accompanied the Report.


In 2010, the cover letter that accompanied that year’s Report was signed by the City Manager, the Chief Financial Officer and the Finance Director.

This year’s Report was only signed by Pete Chircut, whose real title is City Treasurer, and who is supposedly retiring in the very near future, and who is rumored to already have lined up a job in Coral Gables, thanks to his old pal Diana Gomez.

What do you think the failure City Manager Johnny “The Doormat” Martinez to sign this document says about his not wanting to have any connection or fingerprints on it.


Bureaucrats always want their names plastered on documents, unless they realize that to do so might get them in a world of trouble.


So, when Martinez, shows enough backbone and smarts not to sign his name on this document, I think it warrants a line by line review.
