WHAT WILL YOU TO THIS TIME, WILLIE
WILLIE GORT HAD A PROBLEM WITH PFM BEFORE, BUT WILL HE HAVE ONE THIS TIME

Who is PFM you ask?


PFM is actually The PFM Group, or Public Financial Management, Inc. They are a big financial services corporation with an office in Coral Gables managed by Sergio Masvidal, of the Masvidal family of bankers.


PFM was the company that Janice Larned and Stephen Petty were, and maybe still are, going to contract with for the $180,000, and $900,000 consultant contracts that were the centerpiece of my last story about Larned and Petty - No Wonder These Gringos Got Jobs In Regaladoland.


It’s a long convoluted story about how the City got a contract with this company, that I’m not sure at this point merits the time that I’d have to spend to dig all the evidence up to document what I’ve been told, but the short version, which affects Commissioner Willie Gort, is that in on July 22, 2010, the original contract between the City and PFM came up before the Commission for a vote and Willie recused himself.

On July 24, 2011, the Finance Department came before the City Commission with a new and revised contract with PFM.  Once again, Willie Gort recused himself.

First, I can’t pass up commenting on an example of rocket scientist and all around smart guy Commissioner “Ethics” demonstrating his lack of parliamentary procedure by failing to call for  a vote, so that the record would show that Commissioner Gort abstained from the vote. Anytime that a voting member recuses him/herself, the vote on that item needs to be made in a way that records a record of that abstention.


More importantly, you see that the first two times that as issue dealing with PFM came before the Commission, Gort recused himself.


At the last meeting, even though PFM was not cited in the language of the Resolution, and wasn’t mentioned directly by Commissioner Suarez, the fact of the matter is that each of these Commissioners gets a briefing book before each meeting, and in that book along with the personal briefing that each Commissioner received would have included details about PFM for this $180,000.


Yet, unlike the previous two times when Gort made it very clear at the very beginning of the discussion that he had to recuse himself, this time he went for 18:14 into the discussion before chiming in with the following comments.

Now, I’ll give Willie some slack because by then it was evident that this item would not come up for a vote, but it’s scheduled to come up again this week, and there is the companion effort to increase the Finance Department budget by another $900,000 for the proposal for PFM to provide more services, including going out and hiring those outside consultants, including hiring a consultant to become the City Treasurer, and unless Willie Gort is no longer working in the financial services business, then in an abundance of caution it behooves him to recuse himself at the first opportunity.
